Together with the colleagues of DAB Vloot, we appointed Billowy BV in September 2022 to prepare the innovation purchase. An initial discussion with the core team took place on 30 September 2022. 

In terms of needs analysis, Billowy could build on the knowledge and insights that DAB Vloot had already acquired before. Billowy has critically validated these insights. 

In terms of market analysis, Billowy first, in consultation with DAB Vloot, mapped the current market supply, including a list of potentially interested players. Individual consultations then took place between Billowy and a selection of interested players, some in the presence of DAB Vloot and PIO.

Together with DAB Vloot, we are looking at how to translate these insights into tender specifications in the coming months. We hope to publish the tender specifications in autumn 2023.
