The assignment was completed by Deloitte in mid-March 2022.
Innovation partnership in six phases (from 0 to 5)
Initially, the innovation partnership envisaged five development phases over a period of 10 years. During the negotiations, a phase 0 was added, being the realization of a proof of concept 'PoC+'. This had to demonstrate feasibility and provide the prospect of successfully completing the entire CATE process.
Fase 0: PoC+
Deloitte started Phase 0 work in March 2022. Deloitte delivered the final report on this work at the beginning of February 2023.
The external experts from the Royal Military School (KMS) and Addestino Innovation Management closely followed the work over the past year and assessed the delivered Deloitte report in accordance with the modalities of the innovation partnership. They awarded Deloitte a score of 'very good' with the following motivation: "Deloitte has taken good steps and has been able to derisk various solution elements. [...] An important point of attention is the risk surrounding the approach to the risk model, which must be able to scale as CATE is making progress. Taking the comments into account, it is proposed to award the further process to Deloitte, with the conceptual development of the risk model being closely monitored.”
To this end, KMS and Addestino will draw up a framework for the risk model that will be used to steer the next phase, especially Phase 1, in the right direction.
Fase 1: developing the risk model, supplemented with data collection and structured information extraction
Following the work in Phase 0, Deloitte started Phase 1 in March 2023.
