Together with the VVSG and a number of pilot cities and municipalities, under the guidance of the consulting firm Deloitte, a preparation process was started in the autumn of 2021 in the framework of this project with the aim of having IT tools developed and procedures set up for the capture of "local signals" by field workers. These tools can support a local social policy in order to make the policy more responsive to the needs of vulnerable citizens.

On March 8, 2022, a digital market consultation was organized for this project. The final report on the preparation process was completed and is available below.
