Measuring deformations at bridges via INSAR

In the framework of the project "measuring bridge deformations through INSAR," a competitive negotiated procedure (MPMO) was launched on May 17, 2021 (the announcement in TED de dato May 17, 2021.

This is a two-step procedure consisting of a selection and award phase.

Selection Phase

In the first step of the process, candidates were selected using exclusion criteria and the selection criteria included in the selection guide. Candidate applications had to be submitted via e-notification by June 17, 2021. An information meeting to explain the published selection guideline and the upcoming assignment was organized online on June 1, 2021 at 2 p.m.

Award phase

Upon completion of the selection, the selected candidates (6 in total) received the specifications with the request to submit a bid by September 7, 2021 and to come and present it orally on September 9 online. The bids were evaluated according to the criteria established in the specifications.

POC-development during negotiations

The candidates invited to the negotiations (4 in total) were asked to develop a limited POC (use of satellite data to detect deformations on a limited number of bridges using INSAR analysis) during the negotiations (mid-October to the end of December 2021). The POCs were also presented orally to the contracting authority and an expert jury at the end of December. During February 2022, the contracting authority provided feedback to the four suppliers on the minus and plus points of their POCs. The purpose of developing the POCs was to more correctly assess and validate the feasibility of the project. The POCs allowed the contracting authority and the candidate suppliers to gain knowledge and experience, based on which specifications and/or bids could be adjusted, where necessary.

Award of contract

After delivery of the POCs and feedback moment, the candidates were requested to submit their BAFO for the full contract (larger number of bridges to be analyzed) by April 20, 2022. After thorough evaluation of the BAFOs, the contracting authority awarded the contract to the best party (June 2022).
