Preparation
In October 2022, a preliminary phase was started as part of the project with the aim of sharpening the challenge and conducting an in-depth needs analysis among internal stakeholders. Various scoping sessions were organized together with consultants from Addestino.
An open market consultation was organised online on Tuesday 31 January 2023 with a view of launching a tendering procedure.
During the event, the broader vision of the CJM Department on the use of open ticketing data was explained, as well as the objectives of this specific project. Based on the expertise of the participating companies, the potential challenges and risks of the project were determined, and this at the technological, strategic and knowledge levels.
The market consultation consisted of two parts: (1) a group discussion and (2) optional private 1-on-1 meeting with the contracting authority.
(1) During the group discussion the context and objectives of the project are clearly explained, framed within the broader vision of CJM. Next, the methodology used to determine key challenges and risks is explained. Finally, through an interactive session, feedback is captured around the technological challenges in the project.
(2) In addition, we provided the possibility for 1-on-1-meeting with the contracting authority. The gathered information will help the team better understand the feasibility of the project and the implications on software players.

The outcome of the market consultation should enable the Contracting Authority to launch a public tender in Mid 2023.
