On 11 December 2023, publiq vzw launched the selection guide for this assignment on behalf of CJM on publicprocurement.be and TED. We expect applications to be received by 16 January 2024, 15:00.

In early January 2024, Publiq vzw extended the deadline until 22 January 2024, 15:00. 

Publiq and CJM provided text and explanation on the selection guide during a short online consultation on Wednesday 20 December 2023. 

This is a specification for the conclusion of a framework agreement for the procurement of services for the development and implementation for sharing activity and participation data from ticketing and scheduling systems based on the OSLO data exchange standard on the UIT exchange platform, period 2023-2026". The specifications envisage entering into the framework agreement with multiple beneficiaries (minimum 2 and maximum 5).

The specifications distinguish between four sub-tasks, each dealing with the development of one type of OSLO data product, namely data on - ranked in descending order of priority - (1) venues, (2) organisers, (3) activity supply and availability, and (4) anonymous participation data.

The subcontracts will be awarded on the basis of a mini-competition.

An MPMO procedure (Competitive Procedure with Negotiation) will be used, which will also be published at European level. This is a two-step procedure, with selection and award in two stages.

The award phase for conclusion of the framework agreement will run concurrently with the mini-competition for award and allocation of the first subcontract. The terms of reference for the first mini-competition are attached to the specifications and provide for at least 1, preferably 2 and a maximum of 4 of the parties in the framework agreement to be selected for this first subcontract.
