Together with the Agency for Roads and Traffic, under the guidance of the consultancy firm Addestino, a preparation process was started in spring 2022. In 4 workshops, different aspects were extensively discussed:

- Studying and clarifying the question
- Mapping the complete lifecycle in which the solution should fit
- The technical context and how the solution can fit in architecturally
- Exploration of creative solutions

A market consultation took place on September 29 to test the outcome of these workshops against (partial) solutions that can be provided or developed by the market. The final report of the market consultation and the presentation at this market consultation are available below.
