From 1 January 2021, the City of Aalst requires landlords of a house or apartment to hold a conformity certificate. This certificate will be issued after a positive housing inspection which assesses that the quality requirements of the Flemish Housing Code have been met.

In order to reduce the workload required for the inspection of the rental properties and the issuing of the certificates, a thorough digitalisation of the process is required. Important elements of the tool to be developed are the digital interaction with the citizens via an e-desk, the digital administration (digital drafting of the technical report, digital task-planning and follow-up) and the link with various databases of other authorities.
