Scope of the contract

It is the intention to have a digital platform developed for following up housing inspections and the procedures relating to compulsory certificate of conformity, non-occupancy, unsuitability, uninhabitability and neglect. This should be a software-as-a-service platform that completely relieves the City of Aalst of the burden of maintenance and support.

Important elements of the platform to be developed are 

  • the digital interaction with the citizens via an e-portal;
  • the digital administration (drafting of the technical report, task planning and follow-up)
  • the link with various databases of other authorities. 

The functionalities that the platform should minimally possess were written out in detail per procedural step in the tender specifications. The specifications also provide for additional functionalities or future developments. 

Because the City of Aalst is not the only municipality with this need (other cities and municipalities have also made the certificate of conformity compulsory), the aim is to have a solution developed that is as modular and generic as possible, and which, provided it is applied in part or in full, can also make a difference in other administrations. A generic blueprint for the development of the basic functionalities is therefore included as a mandatory option in the tender specifications. 

Procedure

The procedure used is the competitive procedure with negotiation. This procedure has two phases: a selection phase (on the basis of selection guidelines and applications) and an award phase (on the basis of tender specifications and offers).

Selection

The City of Aalst published the selection guidelines on e-procurement on 2 June. The applications are expected by 5 July 2022, 11:00, following the modalities of submission as described in the tender publication. The City of Aalst offers the opportunity to clarify your application orally during an online consultation on July 7 or 8, 2022. 

Award

This phase will take place in the autumn of 2022.
