Challenge

Het hergebruiken van bouwmaterialen is een essentieel onderdeel van de circulaire economie, waarbij grondstoffen zoveel mogelijk in de kringloop worden gehouden. Het hergebruik van bouwmaterialen kan zowel op de site zelf plaatsvinden als via het gebruik van materialen die van elders komen. Dit laatste is echter een probleem in de context van overheidsopdrachten omdat:

• niet gekend is wat op dat moment in welke hoeveelheden beschikbaar is op de markt ; 
• er een tijdspanne is tussen opmaak offerte en de start van de werken en 
  • er geen garantie bestaat dat de beoogde materialen dan (nog) beschikbaar zijn  
  • er geen garantie bestaat dat de inschrijver de opdracht toegewezen krijgt (zou de inschrijver de materialen al aangekocht hebben)  
  • er geen garanties of keuringen bestaan over de prestaties van het materiaal  
• de rendabiliteit t.o.v. nieuw materiaal niet altijd gekend is  

Reusing building materials is an essential part of the circular economy, keeping raw materials in the cycle as much as possible. The reuse of building materials can take place both on-site and through the use of materials sourced from elsewhere. However, the latter is a problem in the context of public procurement because:

• it is not known what is available in what quantities on the market at the time ; 
• there is a time lag between quotation preparation and the start of works and
  • there is no guarantee that the intended materials will (still) be available 
  • there is no guarantee that the tenderer will be awarded the contract (should the tenderer have already purchased the materials) 
  • there are no guarantees or inspections regarding the performance of the material 
• the profitability compared to new material is not always known  

To deploy the reuse of materials in construction contracts, it is therefore important that there is a large supply of such materials and that there are standards, which give guarantees on technical performance.

Through the PIO project, The Facility Management Company wants to arrive at realistic ambitions for material reuse in public works contracts. A first step is a market survey. Based on the market survey, the possibilities for implementation in the various placement procedures can then be investigated. The Zeewezen building in Ostend, a renovation project, is proposed as a pilot project.
