Procurement

Assignment for the development of a planning platform including a user-friendly interface.

The assignment for the first phase in the development of an 'Intelligent Assisted Planning' tool for the Municipal Education of Antwerp was announced via the Digipolis website for Antwerp.

Procedure: negotiated procedure without publication. Nominations were expected by November 28, 2019.

The order was tendered through Digipolis's FAST purchasing process. This process offers, among other things, better 'access options' for smaller market players (including SMEs), and has the following process flow:

Initially, the assignment will be announced as a 'challenge' on the Digipolis website and via digital media. Interested candidates can register here, after which 'pitches' are organized in which suitable candidates for the assignments are selected. Only the selected candidates will then receive the link to e-Procurement where the assignment documents are published. The quotations are then submitted, the submitters are given the opportunity to explain their quotation during (new) 'pitches', negotiations take place on various aspects, the quotations are evaluated in their final form (BAFO) and the contract is ultimately awarded.

24 companies indicated that they were interested in the assignment. They were sent the cutlery. 11 of the 24 companies actually presented themselves on December 10 and 11, 2019 at Digipolis Antwerp. The jury selected the five best. They were asked to make a quotation and present it at the end of January. After the negotiations, all five were asked to file a BAFO, which they did.

The contract was awarded to Layered Prints/BallistiX.Digital at the end of February.

Assignment for the intelligent control of the planning tool via 'data science' techniques.

Still to be started, expected timing first half of 2025.
