Antwerp Municipal Education, together with Digipolis, has thoroughly prepared the tender. This happened internally without the intervention of PIO.

Based on the results from the preliminary research, a two-phase approach was proposed.

• In the first phase, the planning platform is implemented with data integration, including a user-friendly interface.
• In a second phase (follow-up project), the planning is controlled 'intelligently' using 'data science' techniques.
