Turing - Automatically control Flemish road lighting with local and current data

AWV published the choice guide e-notification in early June 2020. This is the first phase of the project. It includes the development and maintenance of a data lake for automatically generating granular switching regimes for road lighting on the Flemish road network.

Procedure: Competition procedure with negotiation (art. 38 WOO). This is a two-step procedure. In a first step, potential implementers are selected on the basis of a selection guide. In a second step, the selected candidates receive the full specifications, on which they can submit a bid. After negotiations, they will be asked to submit a BAFO on the basis of which the contract can be awarded.

Candidatures were expected by June 30, 2020, 10:00 am.

Selection phase

Twenty-seven applications were received. each of whom explained their candidature online in a pitch.

The five best candidates were selected.

Award phase

The five best candidates received the specifications in January 2021 and were invited to submit a bid by 16 March 2021. Four selected candidates submitted bids and explained them during an online consultation in mid-April 2021. The negotiations proceeded in three stages. Mutual expectations were clarified and the four selected were invited on 11/05/2021 to submit a BAFO by 7 June 2021.  

The contract was awarded in mid-November 2021 (see Implementation).
